The Portuguese startup ecosystem has been on a remarkable trajectory, with significant growth and resilience over the past few years. According to the latest Startup & Entrepreneurial Ecosystem Report 2023, published by Startup Portugal in partnership with IDC, Portugal now boasts 4,073 startups, generating a combined turnover of €2.3 billion and exporting €1.3 billion, which supports approximately 25,000 jobs. This impressive figure is a testament to the country's entrepreneurial spirit and its ability to adapt to changing market conditions.
One of the most striking aspects of the Portuguese startup ecosystem is its high-tech focus. A staggering 84% of startups are high-tech knowledge-intensive service companies, with the majority (3,278) operating in the Information and Communication Technologies sector, accounting for 61% of total startup turnover. Despite being fewer in number, startups in the industrial sector still contribute significantly, with a turnover of 26%.
Investment in R&D has also seen a notable increase, growing by 19% compared to the previous year. This surge in innovation is crucial for the long-term sustainability and competitiveness of the Portuguese startup ecosystem. Another notable trend is the resilience of startups, with 75% of those studied showing no risk of bankruptcy.

The European Union has released new guidelines for classifying crypto-assets under the Markets in Crypto-Assets (MiCA) regulation, aiming to standardize and clarify the regulatory framework. This move is a significant step forward in providing regulatory clarity for the crypto sector, ensuring compliance and reducing the risk of misuse.
The MiCA regulation was first proposed in September 2020 and approved by the European Parliament in April 2023, with the first set of regulations coming into effect on June 30, 2024.
The new guidelines are crucial for crypto asset service providers (CASPs) to comply with the MiCA regulations. These providers must ensure they meet strict organizational, governance, and capital requirements, such as maintaining adequate and high-quality reserves to support their value. This includes stablecoin issuers, which need to review their operations and safeguarding procedures to comply with the new regulations. The MiCA regulation is part of the European Commission’s Digital Finance Strategy, which includes a legislative proposal for a pilot regime to test solutions for the trading and settlement of financial services using distributed ledger technology. The regulation aims to protect investors, prevent crypto asset misuse, offer regulatory clarity, maintain financial stability, and protect against market abuse and manipulation.
